Iguana's TiCon Config Help Needed

Okay, so I am working on a Modpack of my own and I have a question: Does Iguana's TiCon block tier requirement config option also work for making say, gravel only able to be mined by a tier x shovel?

If not, is there any way to make gravel require a shovel using a current mod for 1.6.4?

Um, if you make it require a shovel, then it is impossible to do anything with any tools(unless you depend on a skeleton coming by and dropping bones). You need flint or bones to even start making any tools, especially since wood isn't a valid material.

You can add/remove the crafting off different parts in configs
I think you can also change material tier/mining level

it makes more sense to reduce flint's drop rate from gravel, than forcing tool usage, even IRL not that harsh.

Also, disable the crafting recipe for 4 gravel = 1 flint. That's harsh enough if you are restricted to flint/bone tools at the start.
After that, other mods add more efficient ways of creating flint, it's not worth the effort trying to do anything more "complex" via the configs.

Look, I appreciate your input, but it's my Modpack and I feel forcing you to use a shovel is the best course of action. So no offense but is there a way to do this or isn't there?

So I could use a wood shovel to get Flint to make a Flint shovel on gravel to get more Flint? Or is it that I have to get a tico bone shovel to do it?

Wood shovel is enabled in Iguana's TiCon by default. It's actually the only wooden tool enabled by default in Iguana's TiCon interestingly enough.

And sorry if I sounded heated, I was simply trying to explain that I'm looking for a certain thing.

What are people's thoughts on Iguanas TiCon anyway? I have looked at it many-a-time and am considering adding it in myself.

I love it, I'm using it in my Modpack I'm making and it sets the flow of the game so well with a few of the tweaks I set up. It's great for modpacks looking for a custom experience, though just dragging and dropping without in depth configuration makes it seem a bit lack luster.

To my, probably limited, knowledge there is no mod that does what you are looking for as that is a core part of the game.
