IC2 charge pad efficiency upgrade

Hey everyone, so I am having problems making the efficiency upgrade circuits. The problem looks like it because of the RE-Bats, they have a item ID of 30242:27. I have charged and drained them like 10 times and I cant even get it to 27, it goes to 25. Anyone else having this problem? Also, does anyone know how much they offset the overclockers?

I'm not sure, if you solved your problem, but using fully charge RE-Batteries worked for me.
