Not sure why this is not working. the hopper isnt dragging the block out of the basin

Does it work in singleplayer? Based on the chat message the server might be running Cauldron, do you know if there are any protection plugins running? I know some protection plugins prevent stealing with hoppers, it might be interfering. Also if the chest is protected you might need to allow the chect to interact with hoppers.
