How would you go about setting this up?

I'm running a boiler, its fed by a manager linked to another manager from a chest. The chest is fed by two blaze farms I have running. Now I have a cobblestone pipe with a gate to turn off the spawners when the chest is full, the only problem I have it that it will only be turned off for a couple of seconds before the steam boiler request another blaze rod. How could I set up some sort of system that wait atleast 10+mins before it will allow the spawners to be turned on again.

Basically:
Chest = full --> Spawner off
Chest = not full --> Spawner on
Wait 10+ mins before requesting to turn spawner back on to fill chest back up.

Sorry if this is confusing or in the wrong section, I appreciate any help though!

did you check adding a gate to the fuel box to see if it has a resource setting or a setting you could use from it as apposed from the chest as well you do not need a manager, to my knowledge solidfueld will pull from an adjescent invy so the chest could be right beside the boiler.

The reason I had the managers was because I using a barrel. And it's not a matter of using it on the box or chest, its just I want it to turn off for atleast 10 minutes before its aloud to reactivate

yes and thats what im refering to did you check the gate attached to the firebox, that you could use that would allow it to omi the redstone signal to be active for that length of time. i believe if attached there is a setting on a boiler for harm/hot respectivly that you can use to output a signal for that length of time.
