How to set Ranks on FTB infinity Evolved 1.7.10-1614

Hi i m using the FTBServer-1.7.10 and trying to find information on how to set ranks and permissions for my friends without giving them OP if they log on without OP they CANNOT do any commands it is always saying they dont have permissions. i know it s old but if someone still remember i can supply my discord community information for you to help me out. Thanks in advance.
