how do i get coolant cells?

How do i get coolant ceels? i made the transposer but i don't know how to turn the water into that blueish stuff to made the coolant cells
 
It is in one of the IC2 machines, never remember if it is the compressor or the extractor, but you put a water cell in, and get your cooling cell.
 
if i put the water cell in the compressor it gives me snowball and if i put it in the extractor it gives me hydration cell
