Hi, we recently started a Horizons server. The first couple days while we were building spawn we didn't notice anything since we weren't loading many chunks, but now that we are live and have a few players online I have noticed that chunks are not unloading after initial loading.
We are getting up to 8,000+ chunks with only 10 players online, keeping massive numbers of entities loaded and slowly killing our tps.
Example:
I have tried /save-on to make sure they are not staying loaded that way.
I have tried turning on the bukkit.yml chunk-gc and it doesn't seem to help.

Worldguard, Worldedit, Essentials, EssentialsSpawn, ItemRestrict, Lockette, GriefPrevention, Votifier, Vault, Herochat, OnTime, PurpleIRC, announcer, WorldBorder, CommandSigns, AutoSavePlus, Group Manager
These are all plugins we use on other servers on the network and I don't believe there are any that keep chunks loaded on that list. So my guess is that there is either something in the pack, or in MCPC+ keeping our chunks from unloading.
