High End PC ftb lag [SOLVED]

EDIT: I have managed to fix it for the most part. I became desperate and decided to just juggle settings for a while and this is what i came up with. FULLSCREEN enabled and boom triple fps then after that i enable vsync again and that seamed to the jittering to go away but as far as the lagspikes go they are way less frequent. Maby this will help anyone that usually plays minecraft in windowed mode. If there is any fix that could allow me to play in windowed mode without jitter let me know.

I have went through many forums and threads ect. on how to solve my lag and jitteryness issues but I can't find anything that has helped thus far. My problem being is that on most if not all ftb modpacks ive tried have a lag/jittery affect and occasional spikes. my fps is around 40-150 which you may think is fine but the jittering and spiking is what really catches my attention. I have tried lowering my settings the the lowest possible but the jittering and spiking still continues. I can play vanilla with max setting with texture pack and a steady 500fps by the way. If this is the wrong place to put this thread im sorry but i couldn't get the new forum working nor could i find a better area to post this. Any help would be much appreciated!

PC spec.
OS: Windows 8.1 pro 64 bit
Java: Version 7 update 55
CPU: i7 3770k 3.9ghz clocked
Memory: 8gbs 1600mhz crucial
Graphics Card: ASUS Nvidia GTX 980 strix
Hard drive: seagate 500gb 7200rpm
PSU: Corsair RM1000

Completly unistalled and re-installed java / Re-installed FTB multiple times / played with the ftb memory allocation thing but no help / optifine still had jittering and spiking / tried all video settings but none helped the jittering and spikes / and a few other small attempts to fix.

In my personal opinion, Even though there is 10% information to prove this. It may be Thermal Throttling (When the cpu is not cooled properly and fails to run at a proper clock. usually throttles down to 620MHz from i.e 3900MHz) But to prove this we would need to see come CPUZ information. Or any form of CPU temperature reading while these lag spiked are going on. I also plan to build a similar build but with a 4790k and a GTX 970 SuperClocked.

I monitor both temps and usage while playing games most of the time but ive never noticed any temp changes durring these spikes other than a spike in ram usage. Ive tried countering these "spikes" with clocking my ram up but i did not see any change so im sure when i get another stick of ram the spikes " in theory " should go away.
