Help with setting up an Agrarian Skies Server

I'm having a real series of odd issues with setting up an Agrarian Skies server on HostHorde. Here is a list of what I have done:

I am using client version 3.1.2.
I am using server version 3.1.2.
I have placed libraries and the server.jar in the 'jar' directory as they require, all other directories and files are in root as they also require.
I have downloaded the multiplayer map and placed it in root named 'world'
*Note* I have also copied the config file from the client onto the server

The first time I started the server up, there were some odd circumstances that I tracked down to a corrupted HQM config causing all quests to be discovered by all players. I corrected this and now I have a new problem. *Note* We were able to log in with no problems and play until we tried to craft something.

Every time anyone attempts to log into the server now, there is a series of Item ID mismatches starting at 15361 and going to 15380. The message says between "Game and World" and while it says the details are being recorded in a log, it is in fact not recorded anywhere.

Furthermore, I have repeatedly made sure to copy the entire contents of the client config directory to the server while it was stopped, and then started it up again. This does not correct the issue. I am certain they have the same config files.

The only thing left that I can think of is the fact that the maps were made in an old version of the game. In single player this is a non-issue as you can simply ignore that and continue. When connecting to a server however, you do not get that option.

Thinking this might be the problem, I have attempted to load the multiplayer map on single player. It does in fact mention the mismatches but let you load anyways. I felt that perhaps this corrected the problem as after you load it once, it no longer asks you that, but upon uploading this slightly altered world file to the server, it still gives a mismatched ID list that is identical.

To test this I did an experiment, I renamed the world to 'world backup' so that it would generate a new world with current IDs. This still did not alleviate the problem so that isn't it.

Other things I have noted: 15361 in the config (both server and client) points to the mixing bowl. However when I load the client locally, it shows it as the BLT sandwich. This discrepancy is also being shown by other players. I don't know how to test if this is the problem, however I know that the game does overwrite certain IDs when you load a map from other threads I've found. I'm not sure where to go at this point so I need help.

In short, the server is using the same configs as the client, and at one point for some reason we were able to log in, but with a different error. Now we cannot log in at all with Item ID mismatches across the 15361-15380 range. These refer to the items in the pamsharvestcraft.cfg starting at the Mixing bowl, but show up as different items in single player.
