help with resource packs for a modpack

so i have been making a modpack that uses specific resource packs in a particular order.
but because i upload the options file with the pack each update people need to reset the options how they like and it causes some issues for people that play on peaceful because it keeps changing back to other difficulty. is there a way so that i will have something that on the first launch after an update will set these resource packs to be in that order without touching any other option in the options file on peoples clients?

Haven't used it myself, but may have to with the pack I'm working on.
