Request Help giving a block

[Moriath]

hi, i want to spawn an admin anchor in an infinity game.

I get the

/give moriath 3428 1

Except the block id is 3428:4.

If i put the : in it doesnt take it and if i just use the number it gives a world anchor

Could someone give me the syntax for those items with a :
