I made a Creative world t build and wish to use NEI to get items, but it only shows me the recipes and doesn't give items. I set everything correctly and still nothing. Is this a known issue?

Which Pack are you using?
Did you activate Cheat Mode in NEI? If not, the go in the inventory screen at the bottom left to options, then to "Inventory" and activate it there. Sometimes you also need to fiddle around with global and world mode at the top right a bit.
Could also be, that the Pack you are using uses JEI along with NEI. In this case try clicking at the wrench symbol next to the search bar and there activate "Item Cheating Mode".

And did you activate cheat mode in JEI by clicking the wrench symbol and activating it there? You also need to click on "done" when you changed it. If not it will not safe it.
