How do I make so, when my bc tank is full gate reader emits redstone pulse until the tank is empty?
 
I'd just go with RS latch and two structure pipes with gates, normal simple gates will work. On one structure pipe emit redstone when tank is full and on second one emit redstone when tank is empty, connect both to both inputs of RS latch.
