Gamemode toggle in inventory side panel

Hello! I configured permissions for default player rank in "ranks.txt" to be able to change gamemode. Command from chat works, but the "change gememode" button isn't shown in inventory sidebar. But if i OP myself, then it appears with some more buttons about weather and servertime. So, is it possible to enable "change gememode" button for casual player, not OP? Thank you in advance!

P.S. I googled, but failed.
