FTBU Auto-Restart Issue

Details of the issue:
I enabled the server auto-restart within the config.json located myserver\local\ftbu for ever 4 hours. "restartTimer": 4.0, It does the announcement in game and everything that it will be restarting but once it shuts down the server it doesn't restart automatically. I'm just using the default "ServerStart.bat."

Does anybody know if there is any additional parameters I need to add or what is causing it?​
