Problem FTB Revelation 3.2.0 Server "Can't keep up" recently appearing, no extra mods

What OS are you running?
OS: Manjaro Linux x86_64
Kernel: 5.4.72-1-MANJARO


Are you using minecraft hosting provider or a dedicated/local server not designed for minecraft?
This is a self hosted minecraft server

What version of FTB are you using?
Feed The Beast Revelation v3.2.0

Did you add any mods to the server pack?
No

What are your server specs?
  • AMD Athlon 200GE 3.2 GHz Dual-Core Processor
  • ASRock B450M PRO4 Micro ATX AM4 Motherboard
  • G.Skill Ripjaws V Series 32 GB (2 x 16 GB) DDR4-2400 CL15 Memory (16GB of which is allocated to the FTB server)
  • Western Digital Blue 500 GB M.2-2280 Solid State Drive
  • 2x 10TB Western Digital WD100EMAZ (The server files are located on one of these drives)
A good detailed paragraph about the problem
The "Can't keep up!" warning message only recently started popping up, but I don't really know why. The server is only being played on by 2-3 people currently so we don't have to many objects strewn around that could be causing lag like this. The only possible lag inducing items that I can currently think would be our ME System, the Draconic Evolution tier 8 energy core, and finally our Draconic Evolution reactor. Currently the Draconic Evolution reactor is powered off and shouldn't be contributing to any lag, prior to it being turned off the lag on the server was worse, but even after powering it down the "Can't keep up!" warning messages persist in the logs once every ~10-20 seconds with the average of the delay stated in the warning message being ~5000ms behind. I have linked the following files: latest.log, debug.log, and my settings.sh file. I have also attached screenshots of the breakdown of the ME network via the network tool.
