I've downloaded 64-bit Java and allocated all 12GB that Java can allow to this modpack and it is still running out of memory when I try to run a world. How am I supposed to overcome this?

Tech Support section is for getting help with FTB related problems. If there's a repeatable issue that can be labeled as a bug, then please use the issue tracker for the pack or the app at GitHub issue trackers - If there's no repository for a pack that means that the pack is old and/or will not be updated. Bugs for older packs will not be fixed, unless they are critical.

12GB is way too much (also you shouldn't allocate all of your available memory).
4-6gb is enough, so reduce your allocated ram to that, try again - and if it still fails, post full log.
