Title (FTB Infinity Lite 1.10) Issues with Connecting to Server

Details of the issue So recently I've been having issues after connecting to an FTB server that I run, hosted through BisectHosting. I will load up the pack, no problem, and connect to the server without issue, however, none of the world will load in. After about a minute, the server will either load in fine, and I will be able to play (this happens about 1 in every 15 connection attempts), or it will disconnect me, saying the connection was forcibly closed by the remote host. If I try to connect again, it will either crash FTB, or do the same thing, but this time just say "Disconnected". Attempting to connect a third time will always crash FTB completely.
I've tried searching the logs to find what the issue is, and so far, the consistent error I've found is "Network Dispatcher Error", which always happens on the first connection attempt. I've also seen "java.util.ConcurrentModificationException, but that one seems to occur on the second attempt, and less consistently than the Dispatcher Error.
The log I attached has the mod pack loading, then three connection attempts. I tried to go through and find the three connection attempts:
Line 5041 (First Attempt)
Netty Client IO #1/ERROR] [FML]: NetworkDispatcher exception
Line 6063 (I think this is connection 2)
java.util.ConcurrentModificationException

I've already reinstalled the pack, reinstalled FTB completely, reinstalled the server files on my host, and reinstalled Java. I don't think it's my connection to the server because I've used this same server to host vanilla and other FTB pack servers without issue, the only change between those attempts and now is that I reinstalled Windows on my computer, but I have the newest version of java, and fresh installs of everything. If you want the server logs, I can get them, but there isn't much there.
Any suggestions or solutions?
