Details of the issue:
the game will only use my intel hd4000, not my r9 290. i cant find any options to force select a gpu.

I use the integrated gpu to run my second monitor. Just to see what would happen I disabled it in device manager and the game still won't use my 290. I'm getting 12fps and my gpu sits at 0-10% usage.

Well... minecraft does't really use a lot of GPU. Sounds more like it is CPU bound. Minecraft due to being written in Java is very CPU intensive and uses very little if any GPU. What is your CPU and memory like? How much memory do you have allocated to run the game?

I have an i5-4460 and 12GB RAM (9 for the game), it's not the problem. I know for a fact that my issue is that it's not using my GPU at all. I see the game loading textures into RAM instead of to my VRAM and when I open my GPU monitor on the other screen it shows the clocks are at idle and usage sits around 0%. I'm aware that minecraft isn't that intensive on the GPU but it's not even using it at all and 12-24 FPS can't be normal for a 4th gen i5 and a 290.

Just to add, I've tried adding java and javaw to AMD crimson settings, hoping that setting a profile might force the game to use my GPU but that didn't work either.

Ok so you are right the CPU shouldn't be a problem. However, 9GB is too much for Java to handle. It has problems handling real large memory amounts. Try to knock that down to about 4GB. Also check your minecraft to make sure the advanced opengl is on.

If I lower it to 4GB the game crashes when it gets to the main menu. It seems to randomly be working now after not changing anything but I'm still getting subpar fps. At least it's playable though at 40fps instead of 12.

Are you playing single player or on a server? I can see SSP being a lot slower due to the it running a server in the same minecraft game thread.
