I recently started playing FTB infinity evolved and got to the point where I was attempting to make the tool forge, but after making the IC2 hammer I can't make plates. Any idea what is going on here or how to fix it?

Infinity Evolved 3.0.2
Minecraft 1.7.10
 
This is not a bug so your post is in the wrong section, but here's the answer to your question:

The tool forge does not use "normal" plates.

In normal mode it's blocks:

In expert mode it's dense refined iron plates or terrasteel ingots:

Check the recipe ones more.
