FTB (customized) Infinity server gives "Timed Out" error when connecting from localhost, cont.

I've googled the error extensively and have yet to find an answer to this problem.
I'm running an FTB Infinity+ (several mod changes) on my computer. The port forwarding should be fine. The server shows up on the server list, the server .bat runs fine and tells me when I time out. I have Java 7u51 and Java 8u66 (I had 7u51, then installed 8u66, neither have changed the issue in any way). The pack runs well in singleplayer. I don't know what else I can do.
The logs have a list of all the mods in the pack. It's of the server console.
I have also put the ports, javaw.exe, minecraft, the FTB launcher, and even the cmd launcher in my firewall as exceptions. I have no other firewalls. I've tried turning off my firewall and connecting then, to no avail. I'm fairly sure that is not the issue.
