Hi. I'm playing ultimate reloaded and noticed that the BC filler is disabled (It is removed by BC until they have it fixed). Is there any other methods of fast building in this modpack? I did give turtles a try, but found the results to be lacking.

I know this sounds like a cop-out, but I'd consider adding the Building Gadgets mod. That would probably work quite nicely for you - the various gadgets will provide some similar functionality.
