Extreme chunk loading problem

My world refuses to load additional chunks. I also can't interact with the NEI tab, use commands, or interact with most blocks, other than being able to break them. I included an image to help show what the error looks like.

No other chunks load at all. These are the only ones that will load.

Try loading a new world, check if any mods are conflicting and if those two don't work then maybe your computer can't run a certain mod or the mod pack; you do 116 mods in that mod pack so it might be that.
