enabling Rftools dimension building on a server

Details of the issue:
want to have access to building multiple dimensions on the FTB IES. the rftools mod is already installed, just would like to know how to enable the dimension builder.

i own the server and in which have access to the server file by Filezilla and I'm am not to sure what file i need to access. if you could give clear instruction please.​
