Problem Dw20 Server Problems

I'm playing on a DW20 pack server, i have some problems:

1) I have quantum helmet, should my hunger bar drop ? Cause it drops normally, is there a config setting or what ?
2) It's raining every few minutes, we try to stop the rain with the rain maker, but ... 2-3 minutes later, rain start again

1) Quantum helmet restores food when you have filled tin cans in your inventory (canning machine, put food in with tin cans, and you should be good). Don't use zombie flesh cause you'll get the hunger effect.
