Problem Dw20 Server lagg issus.

I have some really bad Dw20 Server lagg issus...

Processor information Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz, 8 cores
Ram: 32GB

I run my MinecraftServer with this command:

The lags only shows up sometimes and nobody knows why...
