DW20 1.6.4 v1.0.4 server will not start

I am currently attempting to setup a DW20 1.6.4 server for a few friends and myself and am using Mineocity for hosting. I have a 6 gig budget plan with them and have been attempting to get the server started with no avail. This is what I get every time I try to start the server.

I haven't added any new mods yet. I just am using what you get when downloading the server zip from the main FTB portal.

You are out of perm size memory, add this to your startup arguments,
