I found 1 chunk loader which uses EU power. is there one that is unpowered or runs on RF?
 
Not sure if RailCraft anchors made the jump to 1.10 yet (many bits are still not fully implemented). If they are available, they load a 3x3 area while consuming Ender Pearls.
