For some reason in Regrowth 1.7.10, I can only break blocks with the effective tool listed in NEI. It won't allow me to do things like punch wood or sand, or even though my mattock is considered a shovel, I can't break sand blocks with it. If I want to remove items from a drawer, I have to do it with an axe in my hand. A whole bunch of things like that. Does anyone know what's going on? What can I do to fix it?
Does this happen to anyone else?

Sounds like adventure mode is activated. See if this is the default mode for the save on the main save select screen.
Either way try entering:
Might need to press "Esc" on the key board to open a menu screen. Select "Open LAN". Toggle cheats "ON" and confirm. This will activate cheat mode to make it possible to enter the command.
It might also work to open your inventory with "E" and look at the top left corner. There should be some icons up there. Hover over them and find the one that might say "Survival" and click on it.
