Recent changes in BuildCraft's powernet have made it so that many machines now passively draw a lot more power than they used to. This is intended behavior and not a bug.
 
lasers using same amount of power no metter if processing or idle that doesnt seem working right ... + theres no way to turn them off only cut off power so thats really nonsence
