Bug Direwolf20 1.12.2 - Blocks can be Placed in my own Position

• Modpack Version: Direwolf20 1.12.2 (recommended)
  
  
• Issue: I can place a block, on the Position i am standing in. i found out, that Forge is the Problem, they already fixed but i couldn't fix it myself yet.

• Is it Repeatable?: all the time
  
  
• Mod/s Affected: i noticed no problems yet. the bug is quite simple.
  
  
• Known Fix: A newer Forge Version than the one which is installed (14.23.5.2821).

addition:
i know that i could fix it by Update the Forge Version but since then i couldn't find any way to replace the actual version.
And the error appears in the newest Modpack Version (Recommended) so perhaps it can be fixed for the complete pack / for everyone using the Pack
