Problem direwolf 1.11.0 update for MC 1.16 with with tconstruct not working server side.

im trying to start a server for me and some buddys, we have played other versions/modpacks no issues, but when setting up the server for this one and trying to join it says "Incomplete set of tags received from server" and does not let anyone join, even me as the "localhost" is not able to join. has anyone else got this or found a fix???

i have tried reinstalling both modpack and server multiple times with no success.

Tried starting a server on ftb university as well with same issue.

as well as older ftb mod packs with tinkers construct seem to have a server side issue as well, tho older versions let you start the server and join, but I am not able to build anything related to tconstruct on the server, single player mod works fine but not on local server
