Summary of the problem crystal growth bug

What is the bug? using the tier 2 growth crystals and says it works under dirt, place under dirt and it doesn't water the tilled soil, place it level with the dirt like a normal water source and it starts to work, says it can be placed under blocks which makes me think it will water the soil.
