CoFH Capes! How do they work?

I was nosing around admin commands with TAB to see what's around, and I came across the capes thing from CoFH.

Now I know that vanilla capes are something you earn from Minecon and stuff on your account, but some googling around told me that the CoFH ones are mod-added so everyone on that server can be assigned one.

That pleased me a lot ... however I cannot understand how they work.

I tinkered around a bit with them, but can't seem to get them to show. Anyone with some knowledge on them?

I know that they probably will not be continued, due to Mojang's EULA.

But until then, first, you need to create a cape using this template.
Then, upload it to any image hosting service, like Dropbox or imgur
And in game, do /cofh cape set
So say I wanted to use this cape.
I would do /cofh cape set http://i.imgur.com/OcNCVSC.png
