I currently use the host Simplenode. However, a friend recently allowed me to use his VPS. I've tried setting up a regular server and a FTB server just to see if there was a difference. The VPS is running Windows Server 2008 R2. Javaw.exe and Java.exe are both allowed through the firewall along with everything FTB and Minecraft related. Also, port 25565 (TCP and UPD) is open through the firewall. Whenever I try to connect to the server from my local computer, I get "Cannot reach server."
When I ping my Simplenode server I get a response and when I yield the VPS I get "request timed out." I'm not sure if that mattered but I tried to get it to respond to ping by following these and got nothing:
http://technet.microsoft.com/en-us/library/cc749323(WS.10).aspx

Disabling the firewall also does not help so I'm completely stumped. I know it should't be this hard. What should I try now?
