Can´t Keep Up! On powerfull Server

Hello, first My English ist not the best sorry for that.

The Minecraft Server I´d like to run is Ultimate Reloaded, but i alway become the message: "Can´t keep up! Did the system time change, or ist the server overloaded? Running ****ms behind, skipping ***** tick(s)"

I have allready tried to delet the world and generating a new, but the same problem.

But the server is underutilized at all!

I hope someone can help me.



My Server Specs;
Windows runs on an HDD and the Minecraft Server on an SSD
CPU: Intel Xeon X5660 @2.80Ghz (comes up to 3,2GHz)
RAM: 24GB DDR3
OS: Windows Server 2019
 
I have similar hardware and the same modpack, but am running FTB on an Ubuntu virtual machine under Proxmox. Basically, the VM gets 4 cores of my X5670 and 10GB of RAM (I have 8GB allocated to the server) and my performance is more or less fine.

How many players do you have, and how much RAM is allocated to the server?

Do you have core isolation turned on in Windows?

Is it also causing lag that you notice from in-game, or is it just the messages in the log that bothers you?

Is the server overclocked - if yes, restore to defaults and try again.
