Details of the issue:
I'm honestly not certain what's causing this issue. Could be a mod, optifine, my shader's pack, my computer's graphics settings, or some combination there of. Every time I start breaking a block, it lights up brightly. It's very annoying. If anyone has an idea as to what is causing this, I'd love to know.
 
I vote for shader pack. Reason is that I recently started playing around with shader packs and have seen similar issues. I have Optifine installed and without shader packs it works fine.
 
Nothing =( It doesn't do this on Vanilla, and I use the exact same versions of Optifine and Seus.

Optifine does things that forge doesn't like, having it working correctly on vanilla says absolutely nothing about it working in modded minecraft
 
Except I'm also using forge in my vanilla so I can have the shaders. But anyway, I updated to the latest version of optifine and it's more or less fixed. The blocks still flash for a second, but then they go back to normal.
