Blocking block placement instead recipe?

Hi,

To keep public server running without conflicts there are things which needs to be blocked like explosives while some explosives like TNT are used in other recipes in Factorization (diamond shards).

LegitNeek from #ftb told that there is such thing (mod?) available:

<LegitNeek> Merc, you should be able to block them from being placed
<LegitNeek> so they can still be used in recipes
<LegitNeek> google it

Google didn't help me out. So I am here for some help.
