best way to regulate extraction

Without rp2? Im using mindcrack and i only want to send about as much stuff as a smelter/electrolyzer etc can use so i dont have to deal with tons of overflow from even a single redstone engine

With routers you don't need pipes. As long you have chest with materials connected to router through any machines it can extract items from almost any distance without need for piping, and it will never overflow.
But to make that you'll need Machine Filter , Item Filter and Ejector Upgrade at least. Those can be problematic to make if you haven't used factorization yet.
If you're willing to go that route i can show you examples how to use them properly.

Most basic steup:

Two routers on top extract items from chest and insert them into top sides of the machines. They will keep a single stack inside if machine can't accept more.

Now how to set up your Router:
To make it work you'll need Router upgrades (at least Machine Filter, Item Filter and Ejector)

This is where you set your Machine Filter. You can select any machine connected to router. It will allow router to only pull items or insert into selected blocks. Here you see diamond chest selected.

Item Filter lets you select items you want Router to pull. It will ignore enything that is not on the list, as long there is at least one item on that list.

Here you select where the Router will send items after pulling them from inventory. If you won't use this upgrade you'll need to extract items from it using RP2 or BC.

This is standard Router GUI, only one avaliable without upgrades. Here you select if router should pull from inventory of put items into it.

Now lastly to show you how router "machine net" works:

This is also a valid setup (furnaces may be any machines ir inventories like chests, relays, etc.). As long there is connection between router and chest it will pull regardless of distance. Pipes don't count into this net.

More complec setups incorporate more routers for each machine eg. to put items remotely into selected slots (routers don't need to touch machines you want to work with this way).
There are limitless posibilities, after you learn how to use them you'll love them.
