Best Level to get Soul Stealer Enchant?

Just wondering if anyone has been lucky enough to get soul stealer on the vile sword from a particular level more than once?

I have been trying random levels, both high and low with no luck - also I have tried books and the sword itself.

If anyone has noticed a level that the chance may be better, then please post :) Also whether it was directly onto the sword or onto a book first.
 
Two out of three of my Vile Swords have had Soul Stealer, and about 10% of my books have had it as well and I usually enchant at 30. I've recently changed to 24 as that has a slightly better chance of Unbreaking, at least in vanilla.
