Barren world help

So I want to create a challenge modpack where the world is barren (no grass, trees, water, or much of anything).
I've tried ATG, BoP, and Extrabiomes, and nothing works.
I've also heard that Vanilla MC has a thing in it where you HAVE to have certain biomes. For example, it's literally impossible to disable the ocean biome.

Does anyone know how I might go about creating my barren world?

World Preset Manager http://www.curse.com/mc-mods/minecraft/229608-world-preset-manager can do this for a Flat world don't know of one that will work for nonflat worlds

Wasteland mod is pretty cool, but it's far too simple, limits a lot of things, and it's very unchangeable.
I'd like to be able to have deserts, mesas, mountains, and also I don't want dirt to be the surface material ever, which wasteland forces.

Is there not something that can simply disable vanilla biomes you choose?

I am looking in the config file and I have the feeling you don't give the mod enough credit. I have seen mountains pretty nice once actually. and these lines in the config file

It still isn't quite there with what you want I admit but it can be more changed then you may think.

Yeah I know there are "wasteland" mountains, sorry I wasn't being as clear as I could be. I saw the mountains in the world I generated. I'm meaning more things like other biomes occurring. So for example, desert and mesa mountains, or even the BoP biome "mountain".
All this mod can do is enable or disable it's own biomes, rather than let you play around with world generation a whole lot. This is sort of an "all or nothing" kind of mod, which disables all vanilla stuff, and doesn't really let you edit too much. It also automatically disables other biomes that mods add (like BoP), which is strange, because the site says it should handle other mods.

As I've said, I'd like to have deserts and what not, and also to change the surface material so that dirt doesn't spawn on the surface.
