So I got the wither down to 1 hearts to make him die from fall damage but, if i use the use exact copy does it copy the drops as-well? Because if so i wont be getting no wither heads right?

i dont think drops are stored like that i think the game just randomly generates its drop on death

that's right. what you're copying exactly is the mob, not the drop. the drops are randomly generated upon death of the entity

Also, I believe wither skulls are a rare drop, which means they don't drop unless killed by a player.

If you have Extra Utilities installed, it's spikes will damage things and allow rare drops. Some conveyors (either MFR or EU's) dragging mobs towards some spikes on the walls, set two squares above the ground with an empty space under them, and using obsidian pipes from Buildcraft to draw them in, works quite well.

I can't remember if the MFR machine that kills mobs can get rare drops though.

Using MFR grinder yields wither skulls, at least in Unleashed pack.
My DSU can attest to that as proof.
