Allow someone to use /tps

I have a FTB Infinity server and a friend playing would like to use the /tps command while I'm away. Is there a way to allow him to use TPS without giving full op? I'm just looking to allow him to use the tps command.

With Bukkit plugins such as GroupManager you can specify permissions(commands) for different groups of people on your server.
