I was trying to turn on the sounds in ic2 but I am unable to open the config files on my mac. any ideas??

Second, is there a mod that adds more ambient sound to the game?

Yeah, Matmos.

As for your mac situation, try a better notepad. (or whatever it is mac uses for that)
