A Couple Quick Questions

I am currently setting up a 1.5.2 FTB Unleashed 1.1.3 server and have a few questions.

1. I have decided to keep MystCraft on my server but restrict it to hopefully reduce lag and server bloating. To do this I am only allowing Admin's to create Ages (2-3 that will be placed at spawn). While I believe the members will stick to this rule, is there any way to only allow certain members or OP's to create Ages?

2. I have been attempting to add 3 Bukkit plugins to my server (Coreprotect, LWC, and Essentials) but have ran into some problems. With both MCPC+ and BukkitForge, the server quickly goes to 100% CPU usage and crashes hard with a Out.Of.Memory error (Possible memory leak?). Without MCPC+ and BukkitForge, the server runs smoothly for 10 hours or more. Any suggestions on how to get these plugins working or alternate methods would be appreciated :)

1: In the mystcraft config disable creation of bookbinder and ops will have to put one down in creative.

2: I run MCPC+ with all the 1.5.2 packs and have not had any crashing issues. Now is the crash permgen or ram crash?
 
As cjm721 said there are multiple options in the mystcraft config that allows you to limit creation of ages, as for the plugins have you tried forge essentials ? Similar to essentials but doesnt require bukkit also has some differences.
