I am having problems with jumpy FPS (10-20) on my laptop which runs 64 bit windows 7 but only 32 bit Java. I was wondering if it would be better for me to install 64 bit Java as to help my FPS.

If you get 64bit Java you can allow MC to use more RAM,
Could help your FPS.

Also change some settings like view distance/graphic (off fancy)

Yeh I use just short of normal view distance and all fancy graphics are off but will try the 64bit java tomorrow
