Its not possible to craft Arcane Pedestals.

Enable Thaumcraft CheatSheet or unlock Runic Matrix Research.
Try to craft Arcane Pedestals with Arcane Stone.

the amount of vis needed to cast the pedestals arent even appearing

Try to put them in "H" pattern instead of an "I" pattern. It is shaped recipe.
