What is the bug:
Plant a botania flower petal by clicking on dirt with it. It sparkles. When bonemealed, a tall flower doesn't grow. (See: http://botaniamod.net/lexicon.php#flowers) Floral fertilizer doesn't work, either. With bonemeal, you get the green sparklies, but nothing else.
