What is the bug:
I'm using a standard dark room generator about 150 blocks from ground level, and nothing is spawning on it. I created the world about four hours ago, and have placed no spawners and no chunk loaders. When I do /cofh killall, it kills mobs, and there are quite a few mobs, but as far as I know, mobs should literally only be possible to spawn on the dark platform, and... they aren't.

Where are you in relation to this dark room? A dark room spawner is tied to the vanilla spawning mechanics. If you are closer than 24 block no mobs will spawn. You need to be at least 24 but less than 64 (I may be off a little on this number - I don't remember it). Anything more than that and mobs don't move and mobs that are over 128 away from the player instantly despawn. Again this is all of the vanilla spawn mechanics.

I am well aware of the vanilla spawn mechanics. I didn't go into my setup though I suppose.

I'm 30 blocks away from the start of the dark room, and 38 from the back. (It' small, but whatever.)
The thing I'm worried about is that when I do /cofh killall it's killing mobs, but according to the vanilla spawn mechanics there shouldn't be any. Even when I go into creative and fly up to around y=500, it's still killing over 80 mobs, and they're all different, with a variety, so it's not some spawner out there doing something (Mostly vanilla, with a few modded.)

Hmm.. I'm sort of at a loss. I know there used to be a spawn problem above y=128. But, I thought that was fixed a few minecraft versions ago. It was one of the reasons for making sure the old piston pusher enderman spawner stayed under y=128 and you went as close to y=1 as you could to maximize the spawning area above the player.

go into options if in single player and set the view distance to 10 or greater. If on a server that setting can be changed in server.properties. report back with your findings if you try this please.
