1.1.0: [1.0.0/1.1.0] Draconic Evolution Mob Souls are not dropping from any mob

What is the bug:
I've killed 500+ Enderman with a Reaper 5 Draconic Sword and I've yet to receive 1 mob soul. As far as I know about the Mob Soul drop rate with Reaper 5 it shouldn't be this slow.
